<br />City Council Study Session - 07/19/04 <br />Minutes - Page 24 <br /> <br />City of Roseville's Human Resources Manager Eldona Bacon. <br /> <br />City Manager Beets noted that Ms. Bacon had identified, and <br />included in the packet, a list of approximately 20 individuals <br />meeting the criteria of Department Head or Division Manager, as <br />previously specified by Council majority. Mr. Beets also <br />provided a bench handout of an evaluation form created by staff, <br />taking the content from the Little Canada sample document, as <br />well as a sample provided by the City Attorney's office, and <br />incorporating a graded scale from 1 - 5. <br /> <br />City Manager Beets, upon approval of the City Council, <br />recommended that Ms. Bacon distribute the evaluation forms to <br />those applicable respondents, with a cover letter that they should <br />be transmitted to the City Attorney's office to the attention of <br />their identified paralegal or law clerk as previously discussed, <br />who would then transmit them to City Council members. Mr. <br />Beets noted that, at that time, a closed Executive Session could <br />be scheduled for Councilmembers to discuss the City Manager's <br />performance appraisal. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn requested a copy of the bench handout provided <br />by City Manager Beets. <br /> <br />Councilmember Schroeder noted that the forms appeared to <br />incorporate those items discussed by the City Council at the <br />previous meeting. Councilmember Schroeder encouraged <br />Councilmembers to broaden comments beyond those 20 people <br />identified and provide an opportunity for all employees to have <br />input on the City Manager's evaluation. <br /> <br />Councilmember Ihlan expressed concern that including all <br />employees would prove cumbersome and not provide valuable <br />information; and expressed preference for receiving input from <br />higher-level employees, noting that if it was the Council's intent <br />to include all employees, the proposed form may not be <br />appropriate. <br /> <br />Mayor Klausing concurred with Councilmember Ihlan's <br />comments, and while recognizing Councilmember Schroeder's <br /> <br />Performance <br />Review <br />
