City Council Regular Meeting - 08/09/04 <br />Minutes -Page 13 <br />depending on the regional draw; and impacts to quality of <br />life issues. <br />6.d All-Housing Option All-Housing Option <br />Rottlund Homes Vice president Michael Noonan provided <br />a bench handout addressing an all-housing option for the <br />Twin Lakes Redevelopment area. <br />Mr. Rottlund addressed density and housing values <br />projected; mix of land uses and amenities; mix of retail <br />uses as a preferred partner for high density, high value <br />urban housing; impacts of the relationship and/or <br />elimination of retail on the density and value of residential <br />uses; increase to the financial gap without amenities to the <br />residential; and contamination issues existing on proposed <br />retail sites. <br />Discussion included possible alternatives of other potential <br />developers; existing and projected market dictates; the <br />financial gap under the projected scenario; hard and soft <br />edge amenities; Council instructions to developer to-date; <br />tax base and fiscal disparities; and subsidized housing site <br />and amenities. <br />B. CITY COUNCIL DIRECTION CITY COUNCII.~ <br />In an effort to facilitate specific direction to staff and the DIRECTION <br />developer, City Manager Beets had prepared several <br />possible motions, via bench handout, for the Council's <br />consideration related to the various land use components. <br />The Council moved to the Financing issue first, at the <br />request of Councilmember Ihlan. <br />General Discussion General Discussion <br />Councilmember Ihlan opined the need to get the discussion <br />under control and the prioritization of logistical issues. <br />Mayor Klausing recommended a general discussion to <br />initiate the decision-making process. <br />Councilmember Kough spoke in support of a smaller <br />
