Training Manager
Currently, firefighters come back for training off-duty, versus obtaining the training
while on-duty (working their shift). We are proposing to employ a training manager that
would oversee training programs that are provided to personnel while they are working
their shifts. There would be occasions when everyone would be required to attend
training outside of shift (to burn a house for example). However, the transition of the
majority of the training to "on-shift" training would equate to an operational savings.
The chart below details the savings over a five year period, making the following
assumptions:
1. Firefighters to receive a $.50/hour increase annually.
2. The training manager receives an annual COLA of 2.5%.
3. Health care costs increase by 10% annually.
4. Pre-training manager off -duty training hour's average 9,800 annually.
5. Post-training manager off-duty training hour's average 3,000.
Year Pre-manager off-duty training
costs (less) Post-Manager on-
duty training costs Training Manager pay and
benefits cost Difference
(savings)
2005 99,400 - 29,960 = $69,440 53,000 + 16,440 = $69,440 0
2006 104,300 - 31,460 = $72,840 54,325 + 18,084 = $72,409 431
2007 109,200 - 32,960 = $76,240 55,683 + 19,892 = $75,575 665
2008 114,100 - 34,460 = $79,640 57,075 + 21,881 = $78,956 684
2009 119,000 - 35,960 = $83,040 58,501 + 24,069 = $82,570 470
This DOES NOT include the savings achieved from the Training Manager providing
first-responder and OSHA training for other city departments. This is estimated to save
$8,000-$10,000 annually in training and overtime expenses.
Firefighter training requirements:
Firefighter I Firefighter II
First Responder/EMT Bloodborne pathogens
Respectful behavior Right to know
Trench Rescue awareness Rope rescue
Fire Pump Operations SCBA Operations
W1VID Awareness Incident Command
Company functions Fire ground tactics
On shift training advantages:
Utilizes firefighters time efficiently
Allows for hands on training
A weekly curriculum
Potential city-wide savings:
Medical training for Police Department
Health and wellness program city-wide
Hazardous Material Operations
Aerial Operations
Confined Space Operations
Emergency Driving Operations
SCBA fit testing
AED training
CPR
Allows for small group training
Allows for consistent training
Allows for time sensitive training
OSHA training for City Staff
