Twin Lakes Financing and tax money <br />financing for retail development is a bad idea, because the prof table life of retail <br />developments is often less than the 20-30 year period it takes to generate the additional <br />taxes needed to finance the development costs. If so, the city and its taxpayers are left <br />responsible for paying back debts secured by the future taxes that never materialized. <br />The Roseville City Council should reject this costly proposal, and reconsider the city's <br />willingness to entertain subsidy requests for big retail projects. Deans <br />response is the clearest that I have seen. When I spoke to Craig I believe <br />he indicated that he would not vote for the plan unless all the costs were <br />covered without using any tax dollars. He also said that there is a report <br />which lays out how the $27 million gap can possibly be met without using <br />tax dollars. T told him that was new information for me and should be <br />attached to a memo giving answers to some of the issues being raised by <br />AI Sands- Tam and others.- <br />T am still confused on some of the key issues so I hope that <br />Craig-Neal-Dean -Amy etc have a written report for Monday night that <br />lays out the key questions and clear answers for each one. <br />I am sending copies of this to Craig- Dean and Amy so they are aware of <br />what I have written and can correct me if I have wrongly stated <br />anything.
