/~(~p~ ,~ <br />'` ~ .~--` <br />C~ # <br />My framework for Twin Lakes Redevelopment: <br />If the project is to go forward it needs to stand on its own. However with that said <br />the city should use any reasonable tools to encourage the development, but not be in <br />the business of loaning money, or acting as a developer. <br />This development needs to have economic viability using the following criteria: <br />The current pay as you go TZF Policy will not change. <br />I will not support the spreading fiscal disparities out side the district. <br />I will not the use of General Gbligation bonds to make this happen. The only <br />exception being a portion of the roadways, I believe a portion of the roads have <br />a community wide value and thus can be justified as being a part of the overall <br />community infrastructure. <br />I will support the use of TIF Revenue Bonds to make the project happen. <br />I will support the use of special assessments to get the project done. <br />I would look at the use of a reduced contingency fund, however the amount of the _ F~~'~ <br />reduction needs to be very small, a maximum of 1%. ~ `~~-- <br />Because of the size of the project, I would look at reduction in City Administrative <br />Fees, but only after a review of the cost the city will incur as result of this project. <br />I would support approaching the state regarding funding for the off site <br />improvements to the C exit off of 35 W. <br />I would Look at the use of a hazardous substance sub district , but I would only use <br />revenue bonds to support it. <br />I would not support the use of any city funds as loans to the project, with the idea <br />these loans will be repaid from the inflationary increase occurring in future years. <br />I would support the obtaining of Environmental Remediation Grants. <br />With that said, I still believe the design needs improvement, there is not sense of <br />place and the pedestrian friendly component is not strong enough. I also would like <br />to see a housing component with many housing choices. With ranges of housing <br />types and prices. <br />
