<br />City Council Regular Meeting - 08/23/04 <br />Minutes - Page 14 <br /> <br />Mr. Miller, at the request of Councilmember Ihlan, reviewed <br />recourse available to the City if an employee were to make <br />erroneous charges while using the City's purchasing card; and <br />discipline procedures in place in accordance with federal, state <br />and local laws. Mr. Miller estimated that approximately one- <br />third of the City's employees were authorized to make purchases <br />of any kind. <br /> <br />Councilmember Kough reiterated his opInIon that the fewer <br />credit cards available and used by staff, the more savings would <br />be realized. <br /> <br />Mr. Miller respectfully disagreed that less use of purchasing <br />cards would save the City substantially, noting the evolutionary <br />purchasing policies of the City, training of employees authorized <br />to make those purchases, and the increased capabilities in using <br />available electronic alternatives. <br /> <br />Klausing moved, Kough seconded, to direct staff to report on the <br />feasibility of providing funding name and account identification <br />on purchasing card statements as currently provided on the check <br />register. <br /> <br />Al Sands, 2612 Aldine <br />The Chair apologized, but did not recognize anyone for public <br />comment related to this item due to the remaining time- <br />consuming agenda items; noting the Council would receive <br />public comment following the meeting on an individual basis, or <br />at the next regular meeting of the City Council. <br /> <br />Roll Call <br />Ayes: Ihlan, Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br /> <br />8.5 <br /> <br />Consider a Motion to Set a Public Hearing Regarding the <br />Proposed Public Financing for the Twin Lakes <br />Redevelopment Project (former Agenda Item 10) <br />Ihlan moved, Klausing seconded, to schedule a Public Hearing <br />on proposed public financing for the Twin Lakes redevelopment, <br />at the September 20, 2004 Council Study Session, with notice to <br /> <br />Consider a Motion <br />to Set a Public <br />Hearing Regarding <br />the Proposed <br />Public Financing <br />for the Twin Lakes <br />
