<br />City Council Regular Meeting - 08/23/04 <br />Minutes - Page 22 <br /> <br />Discussion included types and sources of sellers and <br />buyers; overabundance of willing sellers, mostly elderly; <br />process in purchasing by meeting with owner and their <br />family; coordination of efforts between the City, County <br />and School Districts; Universal Design in homes with <br />services through the Housing Resource Center; <br />misconceptions that the City is trying to "kick people out" <br />of their homes when elders are voluntarily leaving their <br />homes when they're ready to do so, and choosing to stay in <br />the community for the next step in their housing; and <br />preservation of memories with families returning to their <br />"family home" to observe its revitalization. <br /> <br />Councilmember Maschka noted that quite often, the home <br />owners' greatest asset was in their home's equity. <br /> <br />Councilmember Schroeder initiated further discussion <br />regarding qualifications for first-time home buyers and <br />median income requirements. <br /> <br />Additional items discussed were the GMHC's use of <br />preferred lenders; income levels; increased marketing of <br />housing information; and identification of collaborative <br />public outreach and/or programming areas to consider for <br />the County, School District and City, given the current <br />budget constraints of each entity. <br /> <br />Roseville School District Superintendent John Thein noted <br />the tremendous impact the Owasso Hills housing had <br />provided to the School District. <br /> <br />Ms. Olson observed that starting teachers still couldn't <br />afford a home in Roseville. <br /> <br />Mounds View School District Superintendent Jan Witthuhn <br />noted that the Mounds View District had hired 100 new <br />teachers for this school year, and housing was a major <br />Issue. <br /> <br />Further discussion included the phenomenon of "bounce <br />back" home owners (seniors returning to Roseville for <br />
