It also limits the extent to which a county's ratio of its CSAH <br />money needs to construction apportionment may be below the statewide average; <br /> <br />1 Excess sum; apportionment sum. Defines the "excess sum" in the county state-aid <br />highway fund as money attributable to (1) motor fuel tax rates over 20 cents per gallon, or <br />proportionate rates for alternative fuels, and (2) motor vehicle license tax revenue <br />attributable to changes effective on or after July 1, 2005, multiplied by inflation rate. <br />-.
