<br />MEMORANDUM <br /> <br />DATE: <br /> <br />MEMBERS OF THE ROSEVILLE CITY COUNCIL <br /> <br />AMY IHLAN <br /> <br />PROPOSED AMENDMENTS TO INTERNATIONAL PROPERTY <br />MAINTENANCE CODE <br /> <br />JANUARY 29,2006 <br /> <br />TO: <br />FROM: <br />SUBJECT: <br /> <br />Attached is a list of motions for amendments to the proposed housing maintenance <br />ordinance based on the International Property Maintenance Code. I asked through my <br />memo submitted last meeting that the council defer final approval to allow more time for <br />fine tuning and amendments in response to concerns I raised, and also suggested it would be <br />useful to have the HRA conduct further public hearings on the proposed maintenance code <br />along with the proposed rental licensing ordinance. I will make the same requests at <br />Monday's meeting. If the council goes ahead to take final action on the proposed <br />ordinance, I will move the following amendments: <br /> <br />Motion #1 <br />Substitute the Shoreview Property Maintenance Code for the International Property Maintenance <br />Code. <br /> <br />Staff has frequently cited Shoreview as a model to follow for both property maintenance and <br />rental licensing and inspection. Shoreview's Property Maintenance Code is attached. It is <br />clear and easy to understand. It addresses the major maintenance issues of concern to <br />Roseville. Most of the standards it includes appear to be taken directly from the <br />International Property Maintenance Code ~ but these are restated as part of Shoreview' s <br />own Municipal Code, not just referenced - so the entire code is easily accessible to <br />residents. This is important, because the International Property Maintenance Code is not <br />available to the public for free. <br /> <br />It is also important to note that Shoreview does not adopt all of the IPMC enforcement <br />procedures - it has its own compliance provisions at the end of the code. Code violations <br />are misdemeanors. not strict liability misdemeanors. Shoreview's code does appear to <br />allow interior inspections of all housing. I would propose removing this provision. But <br />. overall, Shoreview's Property Maintenance Code is a much more appropriate model for <br />Roseville than the IPMC. <br />
