<br />ROSEVILLE CITY COUNCIL <br />SPECIAL MEETING 9/9/04 <br /> <br />COMMENTS BY COUNCIL MEMBER TOM KOUGH <br /> <br />1. Keep the naturalist position at the nature center. <br /> <br />2. Maintain existing staff at public works and park and recreation. <br /> <br />3. Eliminate contract maintenance on vehicles out of warranty. Pay as your <br />go. Simple work like oil changes, grease jobs, washing (all washing of <br />vehicles should be done in our own facility). <br /> <br />4. Northwest Youth Services. Reduce amount of city contribution to $30,000 <br />($14,000 less than last year). <br /> <br />5. Add a police captain rank. My reason is that we eliminated the deputy chief, <br />and we need an incentive for the person doing that work now. This was my <br />original suggestion before this meeting. <br /> <br />6. Review all department head's salaries. Consider reducing their salaries <br />before we layoff personnel. How many city employees have written <br />contracts? Why. <br /> <br />7. We should be keeping our city vehicles longer before we trade them off. It <br />takes a lot of money to switch radio equipment etc.. <br /> <br />8. Eliminate check cards. Or, provide only to department heads, and they are <br />considered a receivable from the department head until he submits an <br />expense report. <br /> <br />TOM KOUGH <br />
