<br />City Council Regular Meeting - 09/13/04 <br />Minutes - Page 18 <br /> <br />City Attorney Anderson confirmed his concurrence with staff, <br />opining that the standard applied was reasonable and consistent <br />with the policy goals and objectives of the city to advance public <br />health, safety and welfare.. Mr. Anderson confirmed that <br />amendment to the City's Comprehensive Plan required a 4/5 <br />vote; with other requested actions requiring majority. <br /> <br />Forest Russell, Sr. Development Manager with Target <br />Mr. Russell noted that the Roseville Target, known as "T-1," was <br />the corporation's first and oldest Target facility. Mr. Russell <br />further noted that the current store had outgrown Target's current <br />brand, creating the request to scrape the slate clean and rebuild. <br />Mr. Russell advised that the current building had been maxed <br />out; and it was the corporation's desire to not only reflect the <br />Target brand today, but also the appropriate needs and <br />preferences of the community. <br /> <br />Mr. Russell reviewed the history of the planned redevelopment; <br />need to revise orientation of the building; current negotiation <br />status; traffic analysis considerations; and combining of the site <br />zoning. Mr. Russell noted the mechanisms in place through the <br />City's professional staff to review the items addressed by the <br />Council for consideration; and Mr. Russell was assured that a <br />feasible and attractive project would be forthcoming. Mr. <br />Russell encouraged Councilmembers to trust the integrity of the <br />developer and that of their professional staff. <br /> <br />Mr. Russell concluded by advising Councilmembers that "T -1" <br />would provide a historical architectural character, as well as <br />interpretations and commemorations as the "original birthplace <br />of Target Corporation. <br /> <br />Mayor Klausing expressed that he was leery of proceeding under <br />current circumstances; and expressed his concern that the <br />preliminary elevations would be permanent. Mayor Klausing <br />addressed the exposures on Snelling Avenue and Highway 36, <br />noting that there was nothing distinguishing in the architecture. <br /> <br />Mr. Russell acknowledged the "design by committee" concept, <br />noting that the process was "give and take," and many material <br />and aesthetic revisions would take place through a series of <br />
