<br />City Council Regular Meeting - 09/13/04 <br />Minutes - Page 3 <br /> <br />Mayor Klausing noted that he and Mr. Sands had spoken <br />prior to tonight's meeting regarding the specific Statute <br />(i.e., 412.741 and 412.721) referenced by Mr. Sands; with <br />questions related to procedure on purchase cards. Mayor <br />Klausing advised that he had spoken to City Attorney Eric <br />Hedetke regarding purchase card use and reporting <br />procedures, and had requested staff to return with a report <br />in the context of purchase cards. Mayor Klausing asked <br />Mr. Sands to respond, in his upcoming e-mail, to specific <br />areas that he opined were not in compliance with Statute. <br /> <br />City Manager Beets advised Mayor Klausing and <br />Councilmembers that this item was scheduled for <br />discussion at the September 27, 2004 regular meeting. <br /> <br />c. John Kysylyczyn, 3083 Victoria Street <br />Mr. Kysylyczyn addressed historical revisions to the check <br />disbursal system to implement a description of the <br />expenditure. Mr. Kysylyczyn urged Councilmembers to <br />direct staff to implement the same indicators on the <br />purchase card expenditures. <br /> <br />Mr. Kysylyczyn provided a copy of the August 16, 2004 <br />Study Session meeting Minutes as adopted by the City <br />Council at their August 23, 2004 regular Meeting. Mr. <br />Kysylyczyn disputed the time of adjournment, opining it <br />should have been at 11 :30 p.m., rather than 10: 15 p.m. Mr. <br />Kysylyczyn noted that the public portion of the meeting <br />was adjourned at 9:45 p.m., ending the Recording <br />Secretary's record of the meeting; with the Council <br />reconvening in closed Executive Session for the evaluation <br />of the City Manager. Mr. Kysylyczyn advised <br />Councilmembers that staff had recommended he bring the <br />alleged error to the attention of the City Council; and <br />requested that the error be corrected. <br /> <br />Mayor Klausing addressed Mr. Kysylyczyn's comments <br />related to purchase cards, by reviewing State Statute <br />412.741, "... every resolution shall state purpose and fund <br />from which paid..."
