<br />City Council Study Session - 09/20/04 <br />Minutes - Page 10 <br /> <br />need for more restaurants or retailers in the community; <br />and questioned whether those enterprises would be locally- <br />owned or owned by people from outside the City, as well <br />as whether the employee base for those enterprises would <br />be locally based. <br /> <br />Mr. Sauers concluded by questioning whether the City <br />would be a core city with commuter focus due to the retail <br />area encroaching on the residential areas, or whether the <br />community could remain a residential community. <br /> <br />B. Harlan Smith, 1706 West Ryan Avenue <br />Mr. Smith provided written comments. <br /> <br />Mr. Smith's comments summarized that the figures for <br />future costs and future revenues were estimates, and were <br />assumptions, and questioned whether the estimates and <br />assumptions were made to suit someone' s purpose. <br /> <br />Mr. Smith opined that, if the developer would bear all the <br />costs of pollution cleanup and all other major costs before <br />receiving TIF, he would see that as a positive sign. <br /> <br />c. JudyHelga <br />Ms. Helga expressed concern, as a retired employee of the <br />Minnesota Pollution Control Agency (MPCA) regarding <br />groundwater studies and environmental issues, and specific <br />testing to-date of the six test wells on various areas of the <br />site. Ms. Helga referenced testing of chemicals (i.e., TCE), <br />purportedly exceeding Department of Health limits, and <br />questioned how far the plume may extend into the area, and <br />whether the disturbance of land may cause the chemical to <br />slide into deeper aquifers. <br /> <br />Ms. Helga asked that the Council use due diligence to <br />determine the site characterization prior to proceeding <br />further. <br />
