It would be
redundant to list all of them here. However, we must emphasize our objection to
the use of T.r.F. and eminent domain. Although both can be useful tools in
some circumstances, we see each as inappropriate in this situation.

We add this thought: If County Road C is to become Roseville's "Main Street"
and the gateway to our community, the Twin Lakes project as proposed does
nothing to enhance that concept. The plan for the corner of Co. Rd. C and
Cleveland lacks imagination and creativity - it's just straight rows of retail stores
surrounded by straight rows of parking spaces. The overbearing appearance of
the outside of a big box such as Costco seen from the street is not an inviting
sight.

We request that the City Council withhold its support of the current Twin
Lakes project and consider other alternatives for the property, including but not
.imi ted to:
· taking proposals from other interested developers,
· acquiring the property and doing the development as a city,
· doing nothing.

Please protect the welfare of the City of Roseville and reflect the interests
of the residents by voting to discontinue our involvement in the plan put
forward by the Master Developer. It is not suitable in any way.

Thank you for your consideration.

Frances J. and Richard M. Reitz
... Aldine Street
Roseville, MN 55113

1
