Achieve a balance between families with school-aged children and <br /> seniors in multi-family housing, and the appropriate distribution of <br /> acceptable units compatible with each unique lifestyle. <br /> (Findings, 3, 4 and 5) <br />3. All types of multi-family housing are important to the community <br /> and need to be preserved with a full spectrum of multi-family <br /> maintenance programs to increase the value, quality and livability of <br /> the multi-family housing stock. <br /> (Findings 6, 7 and 8) <br />4. More fully engage multi-family rental population to become fully <br /> vested in the community by using existing public services, through <br /> volunteerism, participation in after-school and athletic programs, <br /> recreation programs, voting and recycling programs. <br /> (Findings 9, 10 and 11) <br /> <br />Ms. Bennett, Ms. Bean and Councilmembers proceeded with <br />open dialogue as they reviewed and suggested potential action <br />steps for future implementation based on budget resources, some <br />currently being considered by the HRA and others needing <br />further research and consideration. <br /> <br />Some of those items discussed included, but were not limited to, <br />rental licensing; code compliance and property maintenance; <br />housing transition trends; facilitation and partnership among the <br />various City departments and advisory boards and functions, <br />school districts, Ramsey County, and the state; and increasing <br />tenure of multi-family residents. <br /> <br />Further discussion included, developing "ownership" by lTIulti- <br />family tenants of their residence and the community; percentage <br />of community currently undeveloped, creating need for <br />redevelopment; types of rental and ownership units in multi- <br />family buildings; neighborhood tensions between rental versus <br />ownership units; education process by HRA to bankers and <br />realtors; role of tax laws and interest rates in purchasing versus <br />renting; increasing cost of commuting, making inner ring <br />suburbs more attractive; attractiveness to seniors of apartments <br />conversions into condominium units; marketplace competition; <br />and public transit opportunities and resources. <br />
