<br />City Council Study Session - 10/18/04 <br />Minutes - Page 11 <br /> <br />Discussion <br />Councilmember Kough questioned if this was a union position. <br /> <br />City Manager Beets confirmed that all maintenance positions <br />were union; but that collective bargaining language facilitated <br />lowest seniority employees if staff reductions were required. <br /> <br />Considerable discussion was held regarding possible alternatives. <br /> <br />Councilmember Ihlan expressed reluctance to eliminate <br />custodian and maintenance positions that provided core services <br />to residents. <br /> <br />Mayor Klausing opined that it would be necessary to not only <br />eliminate positions, but also look at more efficient ways to <br />provide services. <br /> <br />Councilmember Schroeder spoke against eliminating more <br />maintenance workers at this time, noting the deterioration of the <br />City's infrastructure at a tilne when more maintenance was <br />required. <br /> <br />Councilmember Maschka reluctantly spoke in support of one <br />FTE reduction as recommended by City Manager Beets. <br /> <br />Staff Directive <br />There appeared to be no Council consensus related to this item; <br />but Councilmembers appeared willing to reluctantly consider a <br />net reduction of one FTE upon receipt of additional information <br />from staff. <br /> <br />7. Should Council eliminate a Civilian position from the <br />Police Department? <br />Discussion <br />Mayor Klausing clarified the Council's previous discussions that <br />the position be maintained for six months, pending further <br />review of the status of data entry and operations of the new <br />recordkeeping systems as recommended by Police Chief Sletner. <br /> <br />Staff Directive <br />Council consensus was that the civilian position be funded for <br />
