City Council Study Session -10/18/04
Minutes - Page 13

Discussion ensued regarding funding for community surveys and
historical data collected to-date. City Manager Beets noted that a
proposed random community survey was budgeted and sought
Council direction.

Councilmember Kough opined support for a moratorium of
surveys; and spoke against a community survey.

Councilmember Schroeder spoke against a community survey.

Councilmember Maschka spoke in favor of a community survey.

Community Development Department
Councilmember Ihlan addressed potential savings in consultant
and professional services line items in the Community
Development Department, particularly in Economic
Development (page 238 of the proposed 2005 Budget book).

City Manager Beets clarified that Community Development
Department expenses were paid out of building permit fees, and
not operated through tax monies.

Councilmember Ihlan continued to address her concerns
regarding the source for consulting fees for the Twin Lakes
Redevelopment project; seeking further control and Council
approval for reducing overall budgeted expenses for professional
services. Councilmember Ihlan expressed further concern that if
building permit fees were not adequate, there would be
implications for the remaining budget and potential elimination
of programs or requirement for other sources of revenue.

Councilmember Ihlan sought clarification of additional line
items for memberships (i.e., membership in Minnesota Solutions
at $4,000).

City Manager Beets advised that Minnesota Solutions was for
lobbying support, information on bonding proposals and
particular legislation, and potential grant monies available; and
was provided to a coalition of cities at the state legislature level
to provide a "big picture" of political appropriations.
