<br /> <br />Roseville City Council <br />Page 5 of5 <br /> <br />Do you want staff to seek a "second opinion" about the foregoing issues <br />from outside experts such as from an engineering firm or a different re- <br />frigeration company than the one that is currently under contract to pro- <br />vide service? The time and money this would en tail depends on the scope of <br />their engagement and how quickly you want such consultants to start and fin- <br />ish their work. <br /> <br />Second, while the foregoing issues are being analyzed or addressed, what does <br />Council want staff to do about operating the OVAL? When temperatures <br />are appropriate this winter we could flood the OVAL floor and maintain a natu- <br />ral ice surface as best we can. Revenues from user groups would decrease. <br />Utility operating costs would also decrease. <br /> <br />Another option is to call "time out" and close the OVAL for this season while <br />staff, Council, and the community take a longer look and thoroughly review all <br />issues. If at the end of that extended review process the Council finally agrees <br />upon a repair option for the OVAL, staff could carry out that work in due <br />course next year and have the OVAL ready for operation next season. <br /> <br />Alternatively, if the Council prefers, staff could try to expedite repairs to both <br />the OVAL chiller and distribution system. The goal under this option would be <br />to provide a refrigerated ice surface as soon as possible yet this season. <br /> <br />We look forward to your questions and input at the study session. <br /> <br />Neal Beets <br />City Manager <br />
