procedures over disbursen1ents and charge cards fron1 the finance director. You are of
course free to bring up any issue over audit and disbursement procedures at any tilne.

COMMENT ON LAWYER'S OPINION

I think Mr. Scott Anderson's opinion letters would be better received ifhe would
present the Council vvith their appropriate options, not just a defense of Inanagen1ent' s
present procedures, and with SOlne suggestions as what choices Council has and son1e
ways to proceed. This opinion looked to me like attelnpt to shut up any questioning by
council of In an age me nt's procedures. Council has a duty to it's citizens, and a legal right
by statute, to n10nitor credit card use, and disbursement policies and procedures. That
should be encouraged, not discouraged and ridiculed. My concern is that the Council is
not sufficiently alert to their responsibilities, and this could pennit questionable, even
fraudulent, disbursen1ents to go undetected.

REQUEST FOR DATA:

Chris, when you have the presentation ready for the Council's review, please
provide n1e with a copy.

In the lneantime, please provide n1e with a copy of your credit card manual
refened to in the lawyer's letter, or if a copy is not feasible, I'll stop in to review. Let lne
know when I can pick it up, or stop in.

Al Sands
2612 Aldine ST. N.
633-5761
esands2612@aol.con1

3
