HRA Meeting
Minutes – Tuesday, February 21, 2012
Page 4
1
Member Masche noted one ongoing and consistent problem with outside storage of garbage
2
and refuse containers throughout the City; and asked that staff remind residents of City Code
3
requirements.
4
5
For the benefit of the listening audience, Mr. Munson reiterated City Code requirements that
6
containers were to be kept out of view (e.g. stored inside or fenced in) with the exception of
7
the actual pick-up day. Mr. Munson concurred that this continued to be a significant and
8
overwhelming problem throughout the community. However, Mr. Munson advised that there
9
were few resources of time or funds for staff to effectively follow-up enforcement of that
10
current policy other than an initial letter recognizing the violation and asking for compliance.
11
Mr. Munson encouraged that the current policy be revised to allow more enforcement options
12
for staff as applicable.
13
14
Mr. Trudgeon noted that this was a recurring struggle for staff to find sufficient resources to
15
follow-up on some of the more minor code violations throughout the City; and offered staff’s
16
interest in hearing of creative options for their resolution or finding additional staff and/or
17
financial resources to tackle those issues.
18
19
Chair Maschka thanked Mr. Munson for the informational presentation; and asked that the
20
HRA Board’s appreciation be forwarded to Mr. Coughlin and the rest of the department’s staff.
21
22
c.Report on Intergenerational Housing – Staff
23
Ms. Kelsey summarized the final report as detailed in the agenda packet’s written materials
24
and entitled “Intergenerational Community as Intervention: A study Conducted for the City of
25
Roseville Housing and Redevelopment Authority” and dated November of 2011. Ms. Kelsey
26
noted that the study had been conducted by Ms. Silvana Esposito Hackett, a Master of Public
27
Policy Candidate at the Humphrey School of Public Affairs, University of Minnesota; and
28
supported by a grant through Neighborhood Partnerships for Community Research, a program
29
of the U of MN’s Center for Urban and Regional Affairs (CURA).
30
31
Ms. Kelsey reviewed the history of the study based on a strategic plan over three (3) years to
32
investigate and support multi-general housing from a U of MN presentation several years ago
33
and development of an Illinois model to resolve the issue. Ms. Kelsey reviewed issues often
34
unknown related to area homelessness; children in foster care; and associated costs for long-
35
term care of children who were homeless and needing stability through housing initiatives to
36
provide opportunities in their lives.
37
38
Ms. Kelsey noted that, initially, social welfare needs in Roseville, and not one social service
39
provider in the State had data to allow for better understanding of the issues or whether those
40
issues existed in Roseville and the immediate area. Ms. Kelsey advised that the study was
41
conducted for north suburban Ramsey County as well as Roseville proper to determine if
42
poverty was an issue; and any disconnects for children and families from their homeless status,
43
many of those situations related to recent economic downturns. Ms. Kelsey noted federal
44
funding of area school districts; existence of only one (1) shelter currently serving the entire
45
north suburban Ramsey County, with a thirty (30) day limited stay, creating many transitions
46
for children in and out of those situations, need for alternative housing when those limits were
47
met; and the impacts that instability and fluctuation had on their school progress and ability to
48
concentrate on learning.
49
50
Ms. Kelsey highlighted areas of the study results, including needs assessments; data from area
51
social service providers; poverty and income statistics; positive reputation of the Roseville area
52
school systems in families seeking to enroll their children in Roseville; and sharing of the
53
study results with other agencies in Ramsey County and the State of MN, including the MN
54
Housing Finance Authority for their family housing fund initiatives.
55
