<br />City Council Study Session - 11/15/04 <br />Minutes - Page 14 <br /> <br />as well as any language revisions proposed. <br /> <br />Councilmember Schroeder spoke against any added language, <br />noting that the current policy was clean and precise, and <br />additional language would only cloud the intent and open the <br />door to more claims. Councilmember Schroeder opined that <br />staff should be allowed to do their job, and identify reasonable <br />exceptions. <br /> <br />Councilmember Maschka concurred with Councilmember <br />Schroeder's comments. <br /> <br />Mayor Klausing noted that further discussion could take place <br />when the proposed language revisions came before the Council <br />for action. Mayor Klausing noted that, it seemed a good <br />compromise for the property owner to submit a claim to the City <br />to be determined by the LMCIT. <br /> <br />Councilmember Kough requested that the Council direct City <br />Manager Beets or Public Works Director Schwartz to contact the <br />property owner, Ms. Deb Johnson, and provide information to <br />her on the process for submitting a claim. <br /> <br />6. <br /> <br />Trailers and Recreational Vehicle Parking Requirements <br />Community Development Director Dennis Welsch noted that <br />this topic had not previously been addressed by staff or the City <br />Council, due to the volatility of the situation. Mr. Welsch noted <br />that the City's language was actually incorporated in the <br />nuisance provisions of the City, not via ordinance. Mr. Welsch <br />recommended several potential revisions regarding recreational <br />vehicles in the city and their storage. <br /> <br />Community Development Director Welsch, through bench <br />handout, recommended that language be revised that "large (over <br />3,00 pounds) non-motorized RV's must be on paved driveways, <br />similar to motorized RV's. Mr. Welsch further suggested that <br />additional revisions could include revising definitions for trailers <br />as per state statute; and noted that staff awaited Council <br />directive. <br /> <br />Discussion ensued regarding storage locations; length of storage; <br /> <br />Trailers and <br />Recreational <br />Vehicle Parking <br />Requirements <br />
