<br />City Council Study Session - 11/15/04 <br />Minutes - Page 19 <br /> <br />Mr. Kysylyczyn criticized the lack of prior information received <br />regarding this issue; and suggested the Council was attempting a <br />"piecemeal" fix of the system. <br /> <br />Mr. Kysylyczyn further opined that it would prove a conflict of <br />interest for any Councilmember up for reelection in 2005 to vote <br />on this issue (i.e., Councilmembers Schroeder, Ihlan and Kough). <br /> <br />Mr. Kysylyczyn provided reference to a book that addressed <br />several Council concerns regarding this issue. <br /> <br />10. <br /> <br />Citizen Advisory Commissions <br />City Manager Neal Beets provided survey information recently <br />solicited at Council direction, for current Commissions regarding <br />size, term length, term limit, reappointment process, and addition <br />of environmental review by the Public Works and Transportation <br />Commission (PWTC). <br /> <br />Discussion included timeframe, term expirations; and additional <br />input from staff. <br /> <br />Mayor Klausing opined his support for consistency in the size of <br />commissions from an organizational standpoint; consistency in <br />length of terms; and addition of environmental review to the <br />PWTC. <br /> <br />Councilmember Ihlan concurred with addition of environmental <br />issues to the PWTC; and noted that she was open to <br />standardizing terms or setting a minimum size with variations as <br />needed. <br /> <br />Councilmember Maschka opined that commission size in some <br />degree of consistency and standardized term lengths were <br />applicable; and noted with interest the lack of interest in <br />reappointment interviews. <br /> <br />Councilmember Kough opined that people shouldn't be <br />automatically appointed, but that each Councilmember take the <br />initiative to get to know applicants; spoke in support of adding <br />environmental review to the PWTC; further opined that the <br />Human Rights Commission was too large, but the other sizes <br /> <br />Citizen Advisory <br />Commissions <br />
