Mr. Lobaido further stated that, <br />while the lights could be left up for other special occasions <br />during the year, the ongoing bulb burnout may become <br />more detracting than enhancing. Mr. Lobaido noted that <br />the R V A was open to suggestions as long as the lighting <br />effects remained appealing. <br /> <br />B. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn thanked Councilmember Kough for <br />taking the leadership initiative to see that the flags were <br />properly displayed in the Council Chambers, with the <br />assistance of Mr. Kysylyczyn and the Legion Color Guard <br />Uni 1. <br /> <br />Mr. Kysylyczyn requested information, as discussed by <br />Councilmember Maschka at a previous meeting regarding <br />outlooks for the amount of unfunded liabilities required <br />for the Fire Relief Association. Mr. Kysylyczyn also <br />requested an accounting of staff and Council attendance at <br />Fire Relief Association Board meetings; along with a <br />report on activities of the Association. <br /> <br />Mr. Kysylyczyn further requested how to interpret the <br />attendance at tonight's meeting of Fire Chief Gasaway: as <br />a volunteer or as a full-time, salaried Department Head. <br /> <br />City Manager Beets responded that Chief Gasaway, as <br />well as all City Department Heads, were in attendance at <br />tonight's meeting for the 2005 Budget discussion, in their <br />capacity as Department Heads. <br /> <br />3. Discussion of Lodging Tax Discussion of <br />Councilmember Kough had requested this item to be placed on Lodging Tax <br />the agenda. <br /> <br />Finance Director Chris Miller had provided background <br />materials in the Council packet, as well as copies of applicable <br />state statutes, RV A's by-laws; and the City ordinance creating <br />the lodging tax, and the outlined purpose of the tax proceeds. <br />
