<br />City Council Study Session -11/15/04 <br />Minutes - Page 8 <br /> <br />Further discussion ensued regarding permanent structural <br />changes and sustainable cuts. <br /> <br />Counci1member Maschka opined that the only item actually in <br />play is Directive #5 (elimination of one maintenance position). <br /> <br />Mayor Klausing noted his discomfort at a 10% maximum levy, <br />personally hoping to achieve a 6% maximum levy increase. <br /> <br />Further discussion included COLA impacts to the actual tax- <br />supported levy and budget; use of contingency funds; and <br />structural budget impacts. <br /> <br />Mayor Klausing spoke in support of maintaining COLA at 3%, <br />and proceeding with the ten budget directives previously <br />identified. <br /> <br />Counci1member Maschka spoke in support of the revised tax <br />levy presented by staff at $10,689,965 or a 9.5% increase over <br />2004. <br /> <br />Counci1member Kough spoke in support of a 2.5% COLA, in <br />keeping with national trends. <br /> <br />Counci1member Schroeder spoke in support or further reducing <br />the budget; opining that 9.5% was too high, and his support of a <br />0% levy increase. Counci1member Schroeder opined his support <br />for a 1 % COLA. <br /> <br />Councilmember Ih1an spoke In support of a 2/5% COLA as <br />reasonable. <br /> <br />Counci1member Maschka, in order to get a budget consensus, <br />concurred with a 2.5% COLA, noting the insignificance to the <br />overall budget impacts. <br /> <br />Finance Director Miller clarified that a 2.5% COLA would <br />achieve a $15,000 savings in tax-supported levy dollars. <br /> <br />Counci1member Maschka confirmed his support of Directives 1 <br />- 10, along with a 2.5% COLA. <br />
