Mr. <br />Welsch noted that the City was always in a "VIC" <br />process; with the first phase of Twin Lakes part of <br />a voluntary clean up program. <br />6) Stormwater point: Mr. Welsch addressed the <br />non-point source (NPDES) and (7050) rules; noting <br />that amendments had yet to be adopted for the 7050 <br />Rule, but that the staff would meet the NPD ES and <br />those other rules as applicable. <br />7) Green space and park land: Staff opined that <br />these were not AUAR validity issues; but that they <br />would be reviewed in the Planned Unit <br />Development (PUD) land use process. <br /> <br />Councilmember Ihlan opined that some items were not <br />just land use issues, but were environmental issues, based <br />on assumptions. <br /> <br />Mr. Welsch opined that, since there was no site plan <br />approved by the City Council at this time, assumptions <br />could not be addressed. <br /> <br />8) Housing density too high and mixed-use density: <br />Staff supported findings that more housing, less <br />office provided a better blend of uses and would <br />have less impact overall; noting that the total blend <br />did not exceed the entire Twin Lakes AUAR <br />impacts. <br />9) Excess traffic, noise and air quality: Staff <br />referred to traffic studies completed by Steve <br />Wilson of SRF, supporting a 49% reduction in peak <br />hour trips; a 24% projected decrease in traffic from <br />the AUAR; a 13% reduction projected for the <br />entire area; ultimately reducing air and noise <br />pollution. <br /> <br />Mayor Klausing sought clarification of the actual acreage <br />
