<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 35 <br /> <br />for the record for staff to address. <br /> <br />Mayor Klausing sought City Attorney opinion regarding <br />procedure between now and the December 6, 2004 <br />decision-making meeting. <br /> <br />City Attorney Squires noted that between now and <br />December 6, 2004, staff and the City Attorney's office, <br />would be reviewing present and proposed findings to <br />present to the City Council for further consideration. <br /> <br />After discussion, individual Councilmembers were <br />directed by Mayor Klausing to address questions to staff <br />in writing by Wednesday, November 24,2004 (due to the <br />short holiday week). <br /> <br />Councilmember Maschka requested that all <br />Councilmembers be copied the materials for their <br />information and further consideration. <br /> <br />Councilmember Ihlan, noting the complexity of the issue, <br />expressed her concern that staff had already provided <br />their recommendation; and their ultimate <br />recommendation or conclusion that the AUAR remained <br />valid, prior to the review period expiring. <br /> <br />Mayor Klausing questioned the opinions presented by <br />several "agency" staff people, questioning whether those <br />opinions were their personal opinions, or actual official <br />agency policy statements or positions. Mayor Klausing <br />encouraged that the statements be considered in their <br />appropriate context. <br /> <br />City Manager Beets noted that staff would prepare the <br />presentation materials from tonight, along with the <br />petitioner's proposed development plan for Council <br />reVIew. <br /> <br />Councilmember Schroeder commended staff for their <br />foresight in presenting their findings to-date; and <br />complimented City Planner Thomas Paschke; Economic <br />
