<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 4 <br /> <br />Mayor Klausing requested City Manager Beets and Finance <br />Director Miller to respond to Mr. Sands' questions. <br /> <br />City Manager Beets addressed the County Road C street <br />project, noting that it was a County project, with the City <br />involved in the streetscape portion, and that the project had <br />already been designed, bid and awarded; and was in the <br />process of relocating utility lines along County Road C, <br />with anticipated reconstruction in 2005. Mr. Beets <br />suggested that Public Works Director Duane Schwartz <br />provide updated information to the City Council in the near <br />future. <br /> <br />Finance Director Miller noted his most-recent e-mail to the <br />City Council regarding the property tax statements; and the <br />number of Roseville homeowners who would be seeing at <br />least a twenty-percent (20%) increase in their 2005 <br />property taxes. Mr. Miller noted that there were a number <br />of determinants, one of which was the levy increase, but <br />also market value increases anticipated between ten and <br />fifteen percent (10-15%), and state adjustments to <br />homestead credits on annual basis. Mr. Miller further <br />noted that the purpose of the Truth In Taxation statements <br />was to allow the public an opportunity to comment prior to <br />the City setting the final tax levy. <br /> <br />c. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that the former City Manager's <br />policy was that only he spoke to the media or made public <br />comment to the general public; and was always careful not <br />to give people the impression that he was speaking for the <br />City Council. Mr. Kysylyczyn further opined that the <br />problem of staff or employees misrepresenting the City <br />Council was an ongoing problem under current City <br />management, that the chief elected official should be the <br />City's spokesperson, and that a policy needed to be <br />instituted; suggesting that Councilmember Ihlan draft such <br />a policy for Council review and implementation. <br /> <br />2. <br /> <br />Approve Minutes <br /> <br />Minutes <br />
