<br />Campaign Finance Disclosure Proposal <br />November 22, 2004 <br /> <br />Requirement #1 : <br /> <br />Disclosure of contributions made over $1. <br /> <br />This disclosure limit is supported by Mr. Maschka, Mr. Goedeke, Ms. Mastel, and members of <br />the ReC Political Party, which is now the Roseville Citizens League Political Party. At this <br />dollar level, a halt will be placed on the practice of dividing up donations amongst family <br />members and relatives to defeat disclosure laws. <br /> <br />Disclosure of employers or most recent employer if <br />reti red. <br /> <br />By requiring the disclosure of a donor's employer, the public will more easily be able to <br />identify which special interests are supporting specific candidates. This also will allow the <br />public to raise conflict o( int.~rest issues prior to. council action. <br /> <br />Requirement #2: <br /> <br />Requirement #3: <br /> <br />Disclosure of addresses. <br /> <br />By requiring the disclosure of a donor's address, the public will more easily be able to identify <br />which special interests; neighborhoods, or neighborhood groups are supporting specific <br />. candidates. This also will allow the public to raise conflict of interest issues prior to council <br />action. <br /> <br />Req'ui:reme~t #4~ <br /> <br />Restriction of. donations :to leg~1 v~ter~ of the city. . <br /> <br />By restricting donations to only legal voters of the city, big moneyed interests in Saint Paul <br />and other cities will have greater difficulty swaying the outcome of Roseville elections. We <br />will return to a system where the residents will take priority over big business interests. <br />Public statements made by Mr. Klausing, Mr. Maschka, Mr. Goedeke, and Ms. Mastel <br />support this action. <br /> <br />Requirement #5: <br /> <br />Restrict donations to $50 per person per year. <br /> <br />" " <br /> <br />This proposal has worked successfully in Ft. Collins, CO since 1990. According to a report <br />sponsored by the National Civic League, they have found this an effective tool in fighting <br />large contributions and the increasing cost of campaigns. Campaign fundraising has steadily <br />increased in Roseville with Mr. Klausing holding the record for the most amount of money <br />raised and spent in a primary and general election and Ms. Harms holding the record for the <br />most amount of money raised and spent in just a general election. <br /> <br />-" <br /> <br />-" <br /> <br />4 <br />
