What position should members take on this proposal?

(This analysis combines members' previous statements with the
affects this proposal will have on their campaigns.)

Mr. Schroeder He has nothing to gain or lose by the passage of this proposal.
He should vote yes unless he doubts that problems really
exist.

Mr. Kough He has nothing to gain or lose by the passage of this proposal
since he has typically raised little or no money in the majority
of his past elections. He should vote yes unless he doubts
that problems really exist.

Ms. Ihlan She should vote yes on this proposal for several' reasons.
First, thi~ has little effect on her campaign since s~e. only
spend.s and raises a moderate amount of money... Second, her
anti-b~siness vi~ws will make it difficult to receiveJarger
donations from business owners. Third, she receives free
assistance from the DFL Party such as sign locations and
mailing lists. Fourth, she generally supports the position of
Senator Marty on these issues, and he advocates many of
these reforms.

. ;Mr. Maschka He sh(>l1;ld vote yes on this proposal because h~ :personally
has supported many of thE? provi~ions. Byt it would not be
surpriSing to see him 'vote no or ~vote' on adopting only
some: reforms for two reasons. First, he has be~n successful
at raising large donations from business owners and prefers
more expensive mailing campaigns vs. cheaper but more time
consuming door knocking campaigns.

Mr. Klausing He should vote no since he has made several flip-flopping
statements on portions of this proposal. He has spoken in
opposition of non-resident contributions but then took money
from St. Paul Chamber of Commerce fundraisers. He also
spoke in support of a $100 disclosure limit, but previously was
opposed and refused to reveal his contributors at the request
of campaign supporters. The $1 disclosure and $50 total limit
would severely restrict his campaign since he has raised and
spent more money than any other elected official in the history
of Roseville.

8
