<br />This is not a debate about legal games where clever arguments <br /> <br />turn on the definitions of "types of development" and whether <br /> <br />under the law they are interchangeable within a given <br /> <br />redevelopment area under an AUAR. This is not a linguistic <br /> <br />game where one spends time and effort speculating about the <br /> <br />meaning of "extraordinary relief," "substantial impact," or <br /> <br />"limited retail." This is a discussion about the future of a <br /> <br />community, what that community values, and whether or not <br /> <br />that community is entitled to protection from speculation by its <br />civil government. <br /> <br />This community spent years in defining its goals. They are <br /> <br />listed in the Comprehensive Plan and the Vista 2000 Report. <br /> <br />This proposal is the antithesis of the principles and desires <br /> <br />outlined there. <br /> <br />We wish to present an alternative concept which utilizes the <br /> <br />principles of the new urbanism and smart growth movements. <br />
