<br />What is an AUAR? <br /> <br />An AUAR is an Alternative Urban Areawide Review or more <br />commonly understood to be an alternative to an Environmental <br />Worksheet or an Environmental Impact Statement. It may only be <br />used under certain circumstances and is governed by the Rules of <br />the Environmental Quality Board. <br /> <br />What do the Rules define? <br /> <br />The rules governing AUARs define under what circumstances they <br />may be used, by whom, for how long they are valid before being <br />updated, and under what circumstances they must be revised or <br />invalidated. <br /> <br />Why are we discussing the AUAR Roseville did in 2001 <br />for Twin Lakes? <br /> <br />The 2001 AUAR described several possible arrangements for the <br />development in Twin Lakes in the AUAR. When the Rottlund <br />proposal was brought forward, it did not match any of the possible <br />outcomes anticipated in the 2001 AUAR. This fact was pointed <br />out to the City administration during at least three public hearings, <br />but the City chose to continue to support the Rottlund proposal. <br /> <br />Finally, a group of Roseville citizens formed "Friends of Twin <br />Lakes" and filed a Petition for an Environmental Worksheet. In <br />that Petition, the group asserted that the 2001 Twin Lakes AUAR <br />was invalid and that more environmental study should be <br />undertaken before approving any redevelopment in the area. <br />Rottlund and the City staff have taken the position that the AUAR <br />is valid. It is the purpose of this process, defined by the City <br />Council, to decide whether or not the AUAR is valid or not. <br />
