<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 19 <br /> <br />in AUAR <br />2) Rottlund Plan is significantly different from AUAR assumptions <br />· Twin Lakes Parkway runs along south edge of Langton Lake <br />Park <br />· Large shopping center and large parking lots south of the lake <br />· 3 and 4 story condos on lakeshore <br /> <br />Councilmember Ihlan opined that the only question before the <br />body should be, "Do we need more information?" <br />Councilmember Ihlan further opined that it was the obligation as <br />a City Council to protect citizens and the environment; and <br />requested that the City Council consider through common sense <br />and a matter of good planning, that if they approved this <br />development without getting additional environmental <br />information, they would be putting the public and environment at <br />risk. <br /> <br />Councilmember Ihlan continued her concerns regarding the <br />nature of Langton Park; the scenarios and developer comparisons <br />considered in the AUAR traffic studies; TCE contamination and <br />other pollution issues and the City's risk for additional potential <br />litigation; and whether the majority of the City Council was <br />willing to pay for environmental clean up in private development <br />area with taxpayer monies, pending additional financial <br />responsibili ty and risk. <br /> <br />Councilmember Ihlan advised that she had prepared an alternate <br />resolution, which included a more detailed set of proposed <br />findings, and requested that it be entered into the record. <br /> <br />Councilmember Schroeder quoted "Tab 15, page 10 of the staff <br />comments and supplemental data in the record, as well as page <br />39 of the AUAR, that a remediation plan for any contaminates <br />would be addressed in the redevelopment process. <br />Councilmember Schroeder further concurred with the October 5, <br />2004 letter from and recommendations of the MPCA in response <br />to the City's supplemental groundwater contamination report and <br />its conclusion regarding the minimal environmental risk that was <br />posed, and that it would appropriately addressed in the process. <br /> <br />Mayor Klausing complimented the petitions for the manner in <br />which they brought forward the petition, recognizing the <br />respectful manner in which their presentation was provided, <br />
