Mayor <br />Klausing addressed the incorrect assumption that there had been <br />no environmental review done concerning the development of <br />the area, noting that that had been exactly what the AU AR had <br />done - consider environmental impacts. Mayor Klausing also <br />noted the practice of misapplication or misrepresentation of <br />legitimate environmental concerns and turning them on their <br />head, such as he'd evidenced in the petition. Mayor Klausing <br />specifically cited Item 20 of the petitioner's November 10, 2004 <br />letter that stated, "the AUAR assumes no visual impacts," when <br />the proposal in fact had less of a visual impact than the AUAR <br />assumptions for a six - seven story proposed hospital. <br /> <br />Mayor Klausing addressed Tab 11, page 3, paragraph B <br />regarding park boundaries, noting that this was another example <br />of "up is down" and "black is white" reasoning, where drainage <br />ponds designed to improve the quality of Langton Lake were <br />presented as threats to the land and environmental hazards are <br />described as benefits. Mayor Klausing questioned the validity or <br />desirability of existing abandoned trucks providing habitat and <br />creating a buffer area as an alternative to proposed drainage <br />ponds. <br /> <br />Mayor Klausing also noted the petitioners' allegations of the <br />Twin Lakes Parkway being reduced from four to two lanes <br />presented a greater environmental hazard; when in fact it would <br />appear to reduce the environmental impact. Mayor Klausing <br />further noted that the retail component was not proposed on the <br />southern boundary of the park, but that area would support <br />housing, with the retail component being proposed further south <br />in the development. <br /> <br />Mayor Klausing requested staff to display an aerial map of the <br />Langton Lake area to show that the proposed development <br />concerns an area that is not currently natural or protected, was <br />not undeveloped natural habitat, but was in truth took an area <br />that was currently developed as truck terminals and other <br />industrial uses and redeveloped it into housing, office and retail. <br /> <br />Mayor Klausing further noted that the proposed development <br />actually requires a higher level of environmental remediation <br />
