December 3, 2004

City Manager

Dear Sir or Madam:

I have been asked by a resident of Roseville to comment on the current condition of Langton Lake.
Upon checking the RCWD's database it has come to my attention that the District does not have any
records showing past or current water quality of the lake. This letter is to inform you that the District
would be interested in collecting water quality data for Langton Lake in 2005. This information could
then be used to determine present water quality and the potential impairments of the lake. The Districts
lake monitoring program looks at Total Phosphorus, Total Kjeldahl Nitrogen, Chlorophyll-a and Secchi
transparency. Lake samples would be collected 9 times between May and September of 2005. This
information could help the City understand future water quality issues that may arise from
redevelopment and assist the City engineers in predictive modeling for future land uses.

If you are interested in having your lake become part of the 2005-monitoring schedule contact me at
763-398-3075.

Sincerely,

Charles G. Johnson
Lake and Stream Specialist
