<br />shoreland management area. In addition, Mount Ridge Road is now <br />proposed to skirt the western boundary of Langton Lake Park. The <br />council finds that these proposed changes are substantial, and may result <br />in increased adverse impacts on the environment, including adverse <br />impacts on the wildlife habitats in Langton Lake Park caused by <br />increased air, noise, and light pollution from the new roads. This finding <br />is supported by letters from the Minnesota DNR (dated November 10, <br />2004); Thomas Soulen (dated November 9,2004), and Rebecca Ternes <br />(dated November 11, 2004). <br /> <br />B. The Rottlund proposal includes additional new roads 'within the site <br />(including Mount Ridge Road) which were not assumed or analyzed under <br />the AUAR. The council finds that these new roads are a substantial <br />change in proposed public facilities that may result in increased adverse <br />environmental impacts, including possible increased traffic in residential <br />neighborhoods, and possible increased air, noise, and light pollution. <br /> <br />C. The AUAR assumed that Twin Lakes Parkway would intersect Snelling <br />Avenue on the east. The Minnesota Department of Transportation has <br />indicated that no intersection of Twin Lakes Parkway and Snelling will be <br />allowed (MNDOT letter dated June 14,2001). No intersection of Twin <br />Lakes Parkway and Snelling Ave. is proposed under the Rottlund plan. <br />The council finds that this is a substantial change in proposed public <br />facilities intended to serve the development area that may have increased <br />adverse impacts on the environment, such as increased traffic levels in <br />surrounding residential neighborhoods. <br /> <br />D. The Rottlund proposal includes a retail shopping center which will place <br />large parking lots to the south of Langton Lake. The council finds that <br />this is a substantial change in proposed public facilities intended to serve <br />the development area, that may have increased adverse impacts on <br />environment. The Rottlund proposal may require stormwater and water <br />quality management measures not assumed or analyzed in the AUAR. <br />(See <br /> <br />E. The AUAR and mitigation plan identified a number of road improvements <br />and intersection modifications that are required to mitigate traffic <br />impacts of redevelopment. [AUAR pp. 44-45] These required mitigation <br />measures have not occurred. (See AI Sands letter dated November 18, <br />2004; Memorandum from Stephen C. Wilson, SRF Consulting Group, Inc. <br />dated November 30, 2004.)
