<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 7 <br /> <br />matter proposed by the Truth in Taxation hearing. <br /> <br />Mayor Klausing requested that Mr. Kysylyczyn conclude his <br />comments as quickly as possible to allow time for other members <br />of the public to speak, and for additional agenda items to be <br />accomplished in a timely manner. <br /> <br />Mr. Kysylyczyn displayed 2002 figures from data obtained from <br />the State Auditor related to fees and service charges, comparing <br />Roseville with other communities; and recommended that the <br />City spend down their reserves to a more appropriate level <br />(citing the City of Falcon Heights as an example); opining that <br />there were an excessive amount of taxpayer monies currently <br />held in reserve and that the City was reaping interest earnings <br />from excess taxpayer funds. <br /> <br />Bill Majerus, 400 N McCarrons Boulevard <br />Mr. Majerus, as HRA Chair, referenced his recent e-mail <br />communication to the City Council for their consideration <br />regarding the proposed 2005 HRA Levy at their next meeting, <br />and requested the Council's careful review. Mr. Majerus briefly <br />summarized the programs implemented by the HRA to-date, <br />opining their resulting increases in housing valuation and <br />prevention of neighborhood decline (i.e., Home and Garden Fair; <br />Housing Resource Center; first-time homebuyer opportunities; <br />and loan programs) and respectfully requested that the Council <br />consider passing Y2 Levy, $234,000 as requested, to allow the <br />HRA to continue to improve housing opportunities in the <br />community. <br /> <br />AI Sands, 2612 Aldine <br />Mr. Sands displayed information he obtained from the Ramsey <br />County website, showing net tax levy comparisons, specifically a <br />17% increase in the Housing and Redevelopment Authority <br />(HRA) budget over last year's, listed in "Special Districts," and <br />requested an explanation for such a substantial increase. <br /> <br />Dick Houck, 1131 Roselawn <br />Mr. Houck opined that he was never convinced that a budget <br />couldn't be reduced.
