I appreciate that Council Members Kough and Ihlan appear to have the foresite to contemplate <br />concerns that I too have. My concerns are: (1.) Useage of TIF to subsidise the development. The Developers <br />should be reponsible for that. <br />The City of Roseville would not reap taxes on that property for 25 years; consequently in order to provide city <br />services, etc. the burden would have to come from property taxes. It is a known fact that Roseville has one of the <br />highest numbers of senior citizens per capita. These are the residents who have helped make Roseville what it is <br />and want to continue to live here. Many of these people are now living on Social Security and if taxes and fees <br />continue to do so at a large increase they may be forced to leave. As already evident in all areas more affordable <br />homes are purchased by first home owners, many who use them for tax purposes until they get established in <br />workplaces but in the meanwhile they run those homes down (repair wise) and then move on other places. Many <br />of these already decay our city and will require city assistance. Twenty five years is a long time. (2.) From what I <br />hear Roseville does not want a Big Box. There are many reasons as you have heard. You cetiainly are not <br />taking into account the property tax income,etc on that large parcel of land, nor the costs to the city for services. <br />(3.) Transit issues have not been addressed very well. Big changes will be made on 35W regarding this and we <br />should address Park N Ride <br />issues for useage for all, including the residential housing and businesses in Twin Lakes as well as all of <br />Roseville. (4) Environmental issues: I have not heard if you have requested advice from the City Attorney if the <br />city's 2001 alternative urban area wide review or AUAR is no longer valid because the plan has changed since <br />the study was made.?? Will we have to bear another enormous legal fee? (5) You have applied for an <br />environmental grant but that will not be available for about six months. <br /> <br />There are too many unanswered questions. Do not feel pressured by the Developers (which is just what they <br />want to meet their demands) but please develop a plan that will make Roseville the city our forefathers and <br />residents want and not getting sucked into "the core city". <br /> <br />I sincerely hope Mayor Klausing and Council Members Maschka and Schroeder, that you will listen to the people, <br />don't take any quick irrational action, restudy the project.
