<br />~ <br />SEH <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Deb Bloom, City of Roseville <br /> <br />FROM: <br /> <br />George Calebaugh, SEH <br /> <br />DATE: <br /> <br />December 13, 2004 <br /> <br />RE: <br /> <br />Rosedale Center Expansion Traffic Study Review <br />SEH No. A-ROSEV9801.00 <br /> <br />After reviewing the 11/24/04 Rosedale Center Mall Expansion Traffic Impact Study prepared by Parsons <br />Transportation Group and the Synchro files that docun1ent Parsons' level of service analysis for the study, <br />we indicated to you SOlne serious concerns with the mitigation measures being proposed by Parsons. It <br />appears that only level of service results were considered by Parsons in determining the need for <br />mitigation measures and that queuing information and the results of SimTraffic (The simulation model <br />provided with Synchro.) were ignored. The short-term and long-term mitigation measures proposed by <br />Parsons do not appear to be adequate. As requested, SEH developed short-term and long-term mitigation <br />Ineasures for the Rosedale Center area that should provide adequate traffic operations both with (Build) <br />and without (No Build) the proposed Rosedale Center expansion, and these recomn1ended mitigation <br />n1easures are indicated in this memorandum. <br /> <br />For our analysis, we used the existing and future traffic volun1es indicated in the 11/24/04 Parsons traffic <br />in1pact study and examined the san1e seven key signalized intersections investigated by Parsons. We <br />reviewed existing (2004), 2006 Build, 2025 No Build, and 2025 Build conditions. As a result of our <br />review and analysis, we developed the following recommendations for n1itigation measures. <br /> <br />Existin2: (2004) Conditions <br />No n1itigation measures recommended. See Figure 1 for the existing lane configuration at each <br />intersection included in the study. <br /> <br />2006 Build Conditions <br />Mitigation Ineasures are recomn1ended at three intersections (See Figure 2). <br />Fairview Avenue & County Road B2 <br />. Add a right turn lane to eastbound B2. <br />. Add a right turn lane to westbound B2. <br />. Add a left turn lane (creating a double left) to southbound Fairview. <br /> <br />County Road B2 & North Mall Entrance <br />. Add a left turn lane (creating a double left) to westbound B2. <br />. Lengthen the eastbound left turn lane on B2 to 400 feet. <br /> <br />County Road B2 & TH 51 Southbound Ramps/NE Mall Entrance <br />. Add a left turn lane (creating a double left) to eastbound B2. <br />. Provide two accepting lanes on the northbound TH 51 Southbound Ramp. <br />. Add a left turn lane (creating a double left) to westbound B2. <br />.
