Rosedale Center Expansion Traffic Study Review
December 13, 2004
Page 3

Note that signal phasing changes are required as part of several of the indicated lnitigation measures. The
cost for making these signal phasing changes will be minor and can be accomplished as part of the other
mitigation measures proposed for the intersections. It is also assumed that signal timing and signal
coordination will be optimized along the corridor.

Also note that, although the recommended mitigation measures for 2025 Build conditions will provide
adequate traffic operations at the key intersections, it appears that these measures provide very little
reserve capacity. A small increase in traffic would result in inadequate operations. Therefore, we also
examined another alternative for 2025 Build conditions that provided a six-lane roadway along County
Road B2 from Fairview Avenue to the TH 51 Northbound Ramps. This six-lane alternative provides
adequate traffic operations and would allow fewer lanes at some side street locations. Considering the
cost of the 6-lane alternative, we question the viability of this alternative. However, if you wish to have
additional inforn1ation about this alternative, we can provide it to you.

Attachn1ents

x: \pt\rosev\980 1 OO\rosedale tis review\bloom memo 121304.doc
