<br />Introduction <br /> <br />This document presents the results of a traffic impact study for the Rosedale Mall expansion and <br />redevelopment of the vacated Mervyns department store proposed by Jones Lang LaSalle. The <br />development site is located on the east side of the Rosedale Mall. Included in the proposed site <br />development are new "life style" retail shops, a restaurant and cafe, as well as a movie theater. <br />The area of the Rosedale Mall is located North ofTH 36, South of County Road B-2, East of <br />Fairview Avenue and West of Snelling Avenue. Jones Lang LaSalle retained Parsons to evaluate <br />the changes in traffic patterns and operations associated with the proposed development. <br /> <br />Site Characteristics <br /> <br />The redevelopment and expansion site is currently occupied by the vacated Mervyns department <br />store and an area of surface parking. The proposed development will include the realignment of <br />the perimeter road and reorganization of the adjacent surface parking areas. The Rosedale Mall <br />site currently has four entrances, one from Fairview to the west and three from County Road B-2. <br />The development would not change the current access locations. A map of the proposed site is <br />included as Figure 1. <br /> <br />Data Collection <br /> <br />Due to the nature of the existing mall and the proposed development, it was determined that a <br />weekday P.M. peak hour of adjacent street traffic and a Saturday peak hour of site trip generation <br />would be used for analysis. From traffic counts taken at intersections adjacent to the site and the <br />ITE Trip Generation Manual (6th edition, 1997), it was determined that the weekday P.M. peak <br />hour was from 4:30 to 5:30 and the likely Saturday peak hour was from 2:30 to 3:30. Traffic <br />counts were taken for the surrounding intersections and access locations to Rosedale Mall. In <br />all, counts were taken at six intersections including: <br /> <br />. The West mall entrance at Fairview <br />· Three mall entrances from County Road B-2 (Northwest, North, and Northeast) <br />· The intersection ofFairview and County Road B-2 <br />· The intersection of County Road B-2 and the Northbound Snelling Ramp <br /> <br />The counts were taken during the week ending October 23,2004. During this week school was <br />in session and there were no nationally recognized holidays. No adverse weather or traffic <br />incidents were observed during the data collection periods. Counts were collected from 4 to 6 <br />P.M. on the weekdays and 2 to 4 P.M. on Saturday. Traffic count data was checked and <br />balanced between intersections. The Rosedale Commons intersection along County Road B-2 <br />was added to the analysis. This intersection is located between the Northwest mall entrance and <br />the North Mall entrance. The intersection does not provide access to the Rosedale Center site. <br />The Rosedale Commons intersection is signalized with a southbound approach from the retail <br />area located North of County Road B-2. Traffic counts were conducted for the additional <br />intersection on November 13 and 16. Traffic counts for this additional intersection were not <br />balanced between adjacent intersections.
