<br />Traffic Forecasts <br /> <br />Traffic volumes were collected to provide a baseline traffic year. The existing peak-hour traffic <br />counts were smoothed to ensure that all traffic entering into the roadway network equaled the <br />traffic exiting the network. Future traffic for years 2006 (opening year) and 2025 (approximately <br />20 years after opening) were determined using an estimated 20-year traffic growth factor of 1.5. <br />This factor implies a compounded growth rate of2.0% annually. Using a 20-year growth factor <br />of 1.5 is consistent with the forecasting process used by Ramsey County. <br /> <br />The area surrounding the site is essentially fully developed. For this reason background traffic <br />turning in and out of adjacent retail establishments is assumed to stay constant from one year to <br />the next. Additionally existing Rosedale site-generated traffic is also held constant in future <br />years. With this in mind, the compounded growth rate of2.0% is only applied to turning <br />movements not related to site traffic on County Road B-2, Fairview, and the Snelling ramps. <br />This results in some of the turning movements at retail entrances staying the same in forecast <br />years.
