<br />Conclusions <br /> <br />Short Term <br /> <br />This analysis has shown that possible site traffic generated by the proposed development will <br />impact operations at mall entrance and adj acent street intersections. Five of the six intersections <br />analyzed are expect to operate at LOS D or better under opening year 2006 build conditions for <br />both the weekday P.M. peak and Saturday peak. The intersection of the Northeast mall entrance <br />and County Road B-2 will need an additional eastbound left-turn lane under opening year 2006 <br />build conditions to operate at the minimum acceptable LOS D. <br /> <br />Long Term <br /> <br />Future background traffic was determined using an estimated 20-year traffic growth factor of <br />1.5. This factor implies a 2% annual compounded growth rate. With this assumed background <br />traffic growth it may be necessary for additional mitigation to maintain LOS D at all <br />intersections. It should be understood that these long-term mitigation measures might not be <br />needed if actual growth rates are less than the assumed rate. Under the 2025 build Saturday <br />scenario long-term mitigation may include adding a Northbound right-turn lane at the North mall <br />entrance. The intersection of Fairview Avenue and County Road B-2 would require mitigation <br />under the 2025 \veekday P.M. scenario. The mitigation \Xfould include adding right-turn lanes on <br />the Eastbound, Westbound, and Southbound approaches. Even under the 2025 No-Build <br />scenarios the intersections of Fairview with County Road B-2 and the northeast mall entrance <br />with County Road B-2 (and Snelling SB ramps) would both require mitigation to operate at the <br />minimum acceptable LOS D. <br /> <br />At a daily traffic level, The City of Roseville Comprehensive Plan Update 2003 lists 2000 <br />Average Annual Daily Traffic (AADT) at 21,000 for County Road B-2 adjacent to Rosedale <br />Mall. Using the 20-year 1.5 growth factor applied to the 2000 AADT of21,000 results in a 2020 <br />AADT of31,500. The City ofRoseville Comprehensive Plan Update 2003 also contains a table <br />of Daily Roadway Capacities. The table lists a LOS E capacity of 31,300 and a LOS D capacity <br />of28,200 for a 4-lane divided roadway in a developed area. Using the assumed 20-year growth <br />rate factor at a daily traffic level indicates a need for mitigation. The mitigation measures <br />required could include some or all of those listed previously in the short term and long term <br />under a no-build scenario. Figure 18 shows the 2000 AADT and projected 2020 AADT based <br />on the 20 year 1.5 growth factor for county roads and 2000 AADT for Truck Highways. <br /> <br />Potential queuing problems along with projected AADT traffic volumes appear to indicate SOlne <br />short and long-term deficiencies with the current design of county road B-2 under peak traffic <br />levels. <br /> <br />PARSONS <br /> <br />Page 31 of32 <br /> <br />Rosedale Mall Expansion Traffic Impact Study <br />Roseville, MN <br />
