City Manager Beets <br />sought clarification of the application deadline, and whether <br />those persons currently serving whose terms were expiring <br />needed to re-apply for reappointment, even if eligible for <br />reappointment. <br /> <br />Mayor Kysylyczyn clarified that the application deadline would <br />be March 1, 2003, and even those persons currently serving and <br />eligible for reappointment would need to re-apply. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Kough, Schroeder and Kysylyczyn. <br />Klausing and Maschka. <br /> <br />Councilmember Klausing called a Point of Personal Privilege, <br />requesting an opinion from the City Attorney regarding the <br />1\1ayor's appointment of conmlissioners. <br /> <br />Kysylyczyn moved amendment to Council Rule 10 regarding <br />the appointment process in that the Mayor would make all <br />appointments, except as specified by law or ordinance. <br /> <br />After discussion, City Attorney Squires requested an <br />opportunity to review the Council Rules, and bring an opinion <br />to a subsequent meeting. <br /> <br />Councilmembers concurred. <br /> <br />Dr. Richard Verhal!en'l 176 Owasso Boulevard South <br />Dr. Verhagen asked Mayor Kysylyczyn for recognition from <br />the bench, which was granted. Dr. Verhagen shared his <br />observations and comments regarding his appall at tonight's <br />Council meeting regarding the bickering and apparent <br />personality conflicts, and asked that more productive behavior <br />would be beneficial. <br />
