After this press conference, the Roseville City Council voted 3 to 2 on October 21, 2002 to restrict public use of the City Council Chamber to government-related business during business hours. This action did not affect the City's Park and Recreation Department policy regarding the use of other city facilities by outside organizations. In a separate incident, a Roseville resident attended a meeting of RCCFOG in December, 2002. The meeting was held at the Oval~ a city-owned location used for public meetings. The RCCFOG was using the meeting room, per City Facility Use policy, at no cost. It is our understanding that the resident was asked to leave the meeting because she was not a member of the group, and was also told by the chairman of the RCCFOG that she could not join the group.
