<br />Regular City Council Minutes - 2/24/03 <br />Page 15 <br /> <br />approving the dedication fees as recommended, with staff <br />monitoring the fees, and returning with modifications in <br />the caps at a future date if deemed advisable. <br /> <br />Mr. Brokke clarified that in its form of resolution, the fee <br />schedule would be brought back to the Council on an <br />annual basis for their consideration. Mr. Brokke advised <br />that the Planning Commission had looked at numerous <br />issues regarding this recommendation, including Roseville <br />land values; impacts on the City park system; and the staff <br />report dated February 24, 2003 was a summary of those <br />discussi ons. <br /> <br />Mayor Kysylyczyn and Councilmember Maschka <br />concurred in support of the motion, recognizing the <br />potential for future negotiations and special situations. <br /> <br />City Attorney Anderson advised that under the old <br />ordinance, the cap would have been $4,500 per acre; and <br />the increase in the proposed ordinance would only <br />increase that by $500 per acre. <br /> <br />Councilmember Kough opined that the proposed fees <br />could create substantial development hardships and would <br />need to be reviewed. <br /> <br />Mr. Brokke opined that, based on current information and <br />comparison with other cities and commissions, the <br />proposal represented a good compromise and incorporated <br />comments and considerations from the City's Planning <br />Commission and the HRA. <br /> <br />Mayor Kysylyczyn spoke in favor of the motion. <br /> <br />Mayor Kysylyczyn called the motion; inclusive of the <br />need for Council ratification of the Commercial and <br />Industrial Park Fee Dedication Resolution No.1 0076 at <br />the March 10,2003 regular Council meeting. <br />
