<br />Regular City Council Minutes 2/24/03 <br />Page 6 <br /> <br />the winners of the HRC Essay Contest. <br /> <br />Larry Boler, HRC member, advised of this year's <br />questions prompting the essay responses: "Why do we <br />have the Bill of Rights, the Universal Declaration of <br />Human Rights, and the Minnesota Human Rights Act? <br />Are they necessary in the year 2002?" <br /> <br />Ms. McKenzie introduced the four (4) Honorable <br />Mentions award recipients: Joan Nam, Madeline Lee, Tim <br />Baird and Katelan Dyson; with Ms. Dyson chosen to <br />verbally present her essay. <br /> <br />Ms. McKenzie then introduced the third, second and first <br />place winners: Megan Martinson, Danielle Robinson and <br />Ms. Andi Rothman respectively; at which time they <br />verbally presented their essays. <br /> <br />Ms. McKenzie recognized and expressed the City and <br />Commission's appreciation to the student's instructors; <br />school representatives and parents. Ms. McKenzie also <br />expressed appreciation to the entire HRC and Ms. Carolyn <br />Curti, staff liaison to the Commission. <br /> <br />Mayor Kysylyczyn recognized each recipient and photos <br />were taken. <br /> <br />Ilecess Ilecess <br />Mayor Kysylyczyn recessed the meeting at 7:57 p.m. and <br />reconvened the meeting at 8:05 p.m. <br /> <br />VI.
