<br />Regular City Council Minutes - 3/17/03 <br />Page 11 <br /> <br />Apportionment of Assessments for the Year 2003." <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Schroeder, Klausing and Kough. <br />None. <br /> <br />I. <br /> <br />Approving First Reading of an Ordinance Amending <br />Title Three, Section 302.15 Liquor Control: Civil <br />Penalty <br />Councilmember Klausing supported adoption of the <br />Ordinance and first reading, but asked Police Chief Sletner <br />and staff to provide additional information regarding the <br />rationale for the penalty period; and asked that she provide <br />several non-specific violation examples where extension <br />of the penalty compliance period would have benefited the <br />City. Councilmember Klausing also wanted to ensure that <br />those license holders impacted by this revision were <br />publicly alerted to the Council's intent in order to provide <br />comment prior to the final reading and enactment. <br /> <br />Councilmember Schroeder concurred and asked that staff <br />also clarify whether the number of inspections per year <br />would increase or remain at two per year. <br /> <br />Councilmember Klausing sought additional information <br />from staff as to the mechanism used to administer and <br />enforce the ordinance. <br /> <br />Klausing moved, Schroeder seconded the first reading of <br />an Ordinance, "An Ordinance Amending Title Three, <br />Section 302.15 Liquor Control: Civil Penalty," changing <br />the time period over which penalties can accumulate from <br />twelve (12) months to thirty-six (36) months. <br />Roll Call <br />Ayes: Schroeder, Klausing and Kough. <br />Nays: None. <br /> <br />J. <br /> <br />Approving New Business Licenses for the Year Ending <br />June 30, 2003 <br />Schroeder moved, Kough seconded approving a new <br />business license application for the year ending June 30, <br /> <br />Year 2003 <br /> <br />Amending Title <br />Three, Section <br />302.15 Liquor <br />Control: Civil <br />Penalty <br /> <br />2003 New Business <br />License Approval <br />
