<br /> <br />Utilization 3.4.03 <br /> <br /> <br />EAST-METRO PUBLIC SAFETY TRAINING FACILITY <br /> <br />JUSTIFICA TION <br />On January 24, 2000, the State Public Safety Training Facilities Task Force released a Statewide master plan for the siting of <br />public safety training centers. The report concludes that there should be eight regions and that there should be one cooperative <br />effort between Ramsey County and Washington County to serve the East Metro region. On October 9, 2001, the Ramsey <br />County Board of Commissioners made the decision to add the public safety training facility at the Law Enforcement Center site <br />with a $1,000,000 commitment from Washington County, a $400,000 grant from the State of Minnesota Depal1ment of Public <br />Safety and $2,188,000 contributed by Ramsey County. <br /> <br />DESCRIPTION - PROGRAM <br />The Facility is designed to meet the training requirements mandated for police officers by the federal government and State <br />Legislature. More imp0l1ant than the need to meet mandates, however, is the need to provide training to insure that public safety <br />personnel perform their duties effectively and safely. The facility will meet the current need of police departments in the East <br />Metro region who do not have access to training facilities. The facility's accessibility will reduce personnel costs by reducing <br />drive time. <br /> <br />DESCRIPTION - FACILITY <br />Ramsey County estimates the Project Cost for construction of an East Metro Public Safety Training Facility with approximately <br />the following square footage and facilities, including furnishings, fixtures, and equipment, to be approximately $3.5 million: <br /> <br />1. Two classrooms: 700 square feet and 1000 square feet <br />2. Locker room: 28 square feet <br />3. Wellness center: 1167 square feet <br />4. Firing range: 7000 square feet <br />5. Staff workstations: 480 square feet <br />6. Equipment and audio visual storage: 200 square feet <br />7. Video Recording and Production: 100 square feet <br />8. First Aid storage: 170 square feet <br />9. Firearms Vault Storage (2): 160 square feet <br />10. Armorers Work Space: 64 square feet <br />11. FATS training: 200 square feet <br />12. Conference/meeting room: 150 square feet <br />13. Storage for Wellness Center: 100 square feet <br />14. Facility Manager's Office: 120 square feet <br />15. Community Programs: 100 square feet <br />16. Parking space for 12 vehicles <br /> <br />FIREARMS RANGE JUSTIFICATION <br />Firearms training is a critical component to all peace officer training. Properly trained officers reduce liability while increasing <br />public safety and community confidence. The Minnesota Board of Peace Officer Standards and Training or P.O.S.T. has <br />mandated that all licensed peace officers meet minimum firearms training requirements. These requirements apply to both entry <br />level and ongoing firearms training. Minimum firearms training components include: <br />- Principles of firearms use to include: loading and unloading, holstering, <br />drawing and clearing malfunctions. <br />- Handgun range exercise to include: close encounter shooting, shooting from <br />cover, and strong/weak hand shooting. <br />- 50 round minimum qualification. <br />- Shooting at various distances. <br />- Low light shooting. <br />- Other weapon qualification, including 12 gauge police shotgun. <br /> <br />Page 1 of 4 <br />
