Regular City Council Minutes 3/17/03
Page 8

trade-in unit by the City attempting to sell it
independently, rather than accept the trade-in amount
offered by the vendor.

Parks and Recreation Director Lonnie Brokke briefly
reviewed the requested Council action. Mr. Brokke stated
that the City had spent considerable funds in maintenance
of the old unit, and had done some preliminary research of
marketing the old unit. Mr. Brokke further stated that the
unit was a large one, and not suitable for indoor rinks, only
outdoor facilities, thus making the buyer market somewhat
limited, and cost of advertising perhaps costing more that
the anticipated increase in sales price; but was willing to
see if Zamboni & Co., Inc., was receptive to removing the
trade-in offer.

Councihnember Klausing was skeptical of the City being
able to recoup any additional monies through an
independent sale, due to the limited marketability; with
Councilmember Schroeder and Mr. Brokke concurring.

Councilmember Schroeder opined that because the unit
was such a specialized piece of equipment, it wasn't worth
staff time to pursue limi ted advertising resources that
would probably exceed any additional sales price realized;
and that the vendor would need to refurbish the machine
for resale, or perhaps use it for parts, and had probably
taken that into account when they quoted their trade-in
allowance.

Councilmember Schroeder was supportive of accepting
the offered trade-in as presented; Acting Mayor Kough
and Councilmember Klausing concurred.

Schroeder moved, Kough seconded approval of the low
bid of $88,334 from Frank 1. Zamboni & Co., Inc. for the
purchase of a new ice re-surfacer for the Roseville Skating
Center/John Rose Minnesota OVAL to be funded from the
Equipment Fund.

Roll Call
