<br />Executive Session and Regular City Council - 4/7/03 <br />Page 18 <br /> <br />Roll Call <br />Ayes: Schroeder and Kysylyczyn. <br />Nays: Klausing, Maschka and Kough. <br />The motion to divide stands. <br /> <br />Kysylyczyn moved, Schroeder seconded, motion renewal <br />of motion to adopt appointments/reappointments to the <br />Parks and Recreation Commission as recommended <br />bellow: <br /> <br />Parks and Recreation Commission <br />(3 year term expires 3/31/06) <br />Kathleen Cassen Mickelson, Appointment <br />Michelle Kruzel, Appointment <br />Mark Kamrath, Appointment <br /> <br />Councilmember Klausing provided his rationale for voting <br />against the motion, in not reappointing two citizens who <br />had been serving on the commission for a number of <br />years; his consultation with the Commission Chairperson <br />regarding their favorable service; and the lack of <br />opportunity for Council interviewing of candidates. <br />Councilmember Klausing reiterated his earlier requests for <br />Council interview of all applicants for commission <br />vacancies to encourage citizen participation in the process. <br /> <br />Councilmember Maschka expressed his preference for <br />interviewing everyone, and referred to the City's statement <br />on the application form regarding the applicant's invitation <br />to be interviewed by the City Council. Councilmember <br />Maschka reiterated his previous concern regarding <br />applications not being removed in a timely manner from <br />the internet; and the need to develop a future policy <br />regarding the inclusion of all of the information on the <br />internet. <br /> <br />Councilmember Schroeder expressed his support for the <br />motion; stating that in the past, when interviews were <br />scheduled, they were poorly attended by Councilmembers, <br />and he was comfortable with the Mayor's appointment <br />recommendations and process. <br />
